Help Permission problem

i was update cPanel to lastest current build WHM 10.8.0

Cpanel 10.9.0-C43

CentOS 4.4 i686

and i got this error when try to browse the site
Forbidden
You don't have permission to access.........

some time i can browse it and some time i got an error

Change the realease of the cpanel to stable and run /scripts/upcp --force. This should solve it.

Check the permission and ownership of public_html folder
