Help - php_value sendmail_from webmaster@domainname.com .htaccess proper format?

im trying to get this to work in .htaccess without using phpsuexec

php_value sendmail_from webmaster@domainname.com

in .htaccess whats the proper format? and must it be in each folder or just root?

Also what needs to be set in php.ini to allow these overwrites?

Plenty of posts on teh subjuect, none definitive enough to get the results.
