high cpu load

how to limit the % of cpu use on fedora 6 with whm /cpanel?

when I run a backup it takes 99% cpu and site and cpanel are unavailable...

I tried this one:

Segmentation fault (core dumped)

as for my cPanel 11 it's working fine only use the 50% memory.
