I want to create an ftp account to allow a shoutcast user to access thier server configuration file and upload intro files etc there.
How can I create an ftp account on its own, without having to make a whole account in cpanel?

Just create an FTP account within a cPanel account for the user and restrict their access to the directory of your choice.
