Question how can I setup on cPanel server, included preload html for ads ?

How can a cPanel dedicated server be used in order to
offer adsense powered hosting, any method or idea how
you can preload adsense or other ads for all or specific
    accounts inside the sites ?

There is nothing specific to adsense that can be added like this, but in general you can add any thing to accounts by default after they are created. This can be accomplished using /scripts/postwwwacct script.

You can check wiki for this or search in forums, there are some threads like below with more information on using this script :

i checked your link, but it does not seem related to my target,
i know the skeleton system, but i want a different thing, somehow,
to be able to load ads in sites hosted, and select which will show
ads (free hosting) and which not (paid hosting)

I will need to check/confirm but probably you can create a reseller account for e.g. 'accounts with ads' and then that reseller can have its skeleton/default files different from your normal accounts.

    Check here:

Force ads on accounts automatically for FREE with cpanel ... - FreeWebspace.net

It appears this script allows you to force ads on accounts based on the plan name you specify in WHM.
