how to change default 10 MB mail quota?

Whenever someone creates an email account, it suggests a 10 MB email quota and usually people go with that, even though they have hundreds of MB of space. Then they end up running into their quotas and my queue fills with undelivered mail. So annoying.

Is there a way to set that "default" suggested quota higher?
