Do you have another server to access from?

If you left the time settings as default, you should have access in 30 mins.
Otherwise, see if you can access from your dc portal or access whm via proxy
    server in your web browser.

Flush firewall rules on the server.

    /sbin/iptables -F

If apf is installed also issue,
    echo > /etc/apf/deny_hosts.rules

Next configure your firewall to suit your settings. Additionally you may check /etc/sysconfig/iptables

If you manage your server remotely..ask your DC to do this for you.

Looks to me like you're using CSF. I'd either go login to WHM somewhere else and clear the old IP block using CSF; or, I'd get your DC to do that. Once you've done that, add your IP to the permanent allow file, update your CSF to the latest version, and make sure the RELAYHOSTS configuration value is set to 1. This will prevent you (or any user that authenticates to POP email mailbox access) from ever being blocked again and is such a nice time saver.
