How to disable backup generation but still allow download from backup nightly backup?

Basically I want to disable the full backup generation and the home directory backup generation. I want to keep the database backup and the download link to download the nightly backup made by me.

I need to do this to prevent users from making backups of large accounts during peak hours.

Currently Feature Manager doesn't offer fine-grain control over disabling individual backup features. However, backup generation runs at a nice 19 level, meaning it should not interfere with server activities running during peak hours.

Large backups still cause load spikes on a normally stable server. And another reason to disable it is to stop users from generating x amount of backups at once. Very common for resellers.
