Operating systems don't work that way. You cannot allocate ports to users, that's a coccept that doesn't exist. If what you mean is that you want to open an port in an iptables firewall then are you using a scripting application to configure iptables and if so, which one and in which direction do you need to allow access (i.e. incoming or outgoing)? If not, and you don't have a firewall running, then there's nothing for you to do.
