how install script

me AMATEUR Webmaster and i want install new sript or softwar on my server but i not know how i can install ?

i need install script down

11) CGI-BIN Access
12) Apache mod_rewrite Enabled
13) Must be able to run PHP from the command line (CLI) with exec()
14) Allowed execution of background processes with exec( binary > /dev/null & )

i can upload file but i can not see n video and video thumb
