After we generate a "Full site backup" and we have downloaded the backup archive, how do we upload it in order to restore the entire account?
The cPanel "backups" page, only has uploads for "home directory" and "MySQL" separately.

The cPanel "backups" page, only has uploads for "home directory" and "MySQL" separately.
You can upload the backup via FTP to some other location where you want to restore it, or generate a Remote FTP backup also available in the "cPanel >> Backups" feature so you do not have to download it and upload it again.
cPanel has a Full Backup Feature where everything including cPanel files of an account are backed up.The cPanel "backups" page, only has uploads for "home directory" and "MySQL" separately.

Since i'm the hosting provider, how would i restore a full site backup file? is there a command under /scripts that does it or via WHM?
In WHM go to Backup-> Restore a Full Backup/cpmove file.
The files should be in the format of .tar.gz and must be in one of these directories on the server: /home, /home2, /home3, /root, /usr, /usr/home, /web.
Once you put backup file at one of the above location, you will be able to see it listed inside "Possible cpmove archives found" box.
I personally use WinSCP to do my file transfers from my computer.
After you have copied the backup file to the new server, In WHM - under "Backup", choose "Restore a Full Backup/cpmove file".
Enter the account name you wish to restore.
