how to setup server to system use ip address and disable dhcp

hey, im using cpanel on a vps installed on a server at work. the ip address given to the server is 87.194.100.3
but when i installed the vps (centos), my routers dhcp assigned the vps the ip 192.168.1.65
thats the ip that comes up in cpanel, its messing up the server. dns isnt working properly, domains come up with the server cpanel page
does anyone know who i can set the server to use the main ip address? 87.194.100.3
anyone? i cant get this to work

Login to WHM as root, and you can change the IP address there.

When I go to that address, I see an email login page, not the default cpanel page.
