I have requests from users to setup tomcat with cpanel for jsp support.

The easiest way I know of is to login to the WHM interface and proceed to the cPanel section of the WHM interface and then click on the "Plugins" link. Scroll down to where it says tomcat, check the box that says "Install and Keep Updated" then click the "Save" button at the bottom of that page.
Whatever you do, do not use tomcat and modresin on the same server, they don't play well together![]()
but the plugin/script dont install the administrator![]()
The admin package is sperate from tomcat for any distribution, not just cpanel.
You can get the admin package from the tomcat site. Its nothing but copying the files over in the proper tree structure that the package comes in.
Quite frankly, its not all that helpful anyway.
Instead of the default cPanel Tomcat support, I suggest you try NGASI AppServer Manager (http://www.ngasi.com).
