Feature Manager is how you remove specific icons from the cPanel interface. By removing the icon via Feature Manager, even attempting to access the URL directly will not work. However, disabling a feature via Feature Manager (e.g. Ruby on Rails) will not disable any applications currently using this functionality (e.g. the Ruby Gem(s) you installed).
First, you will need to create a Feature List in Feature Manager. Feature Manager is in the WHM interface in the "Packages" section. You can create a new feature list and simply uncheck any functionality you wish to offer (e.g. all Ruby functionality).
You cannot assign a Feature List directly to a user. Therefore, you will need to assign that Feature List to a Package. If you are only doing this for a single user, you may want to create a new Package. To assign a Feature List to a Package, simply scroll down to where it says "Feature List" and in the drop-down, select the Feature List you have created. Be sure to assign this Package to that user to ensure the icons are removed.
