httpd.conf : after msimple modification, can't restart service

Hi,
On my server, i want to add on httpd.conf this line:

php_admin_flag allow_url_fopen off

at the end of my file.
Then i restart Apache service via whm but apache can't restart.
If i comment this line, all is ok!
???

What is the problem in this line ?

The line definitely won't work unless you are loading php as a module, are you?
