If Anonymous FTP Is Disabled?

Can anyone explain the purpose of

Having anonymous ftp menu there in cPanel when Anonymous FTP is disabled in WHM?
It's confusing for even the most novice admins as to why this is so?

10.8.1 C-3 though this has been seen to be there since ages despite the anonymous FTP being disabled.

Any clue?

You are totally correct that this is really confusing.
Fortunatly for me i am using a custom skin by cpskin and was able to delete this confusing link, although all my resellers are using cpanelx and they would have the same issues as u r describing !

This is just one of the many confusing prsentations non coherent with the settings in WHM.
Another example is a user able to get to the "Catch All" account config screen through the forwarders page even though the Catchall is disabled in WHM /Features Manager. A bugzilla -- looking for votes -- for this catchall issue is:

We have moved from 10.2.x to 10.8.1 and the same still is adopted into this release too.

We have lots of angry people come in and yell at us because:

"If you are going to disable anonymous ftp, then remove it from our control panels!"

Those are the sort of responses we get when users waste time trying to use anonymous ftp when it is disabled.

Honestly, i never trusted bugzilla route.
Wish clients in hosting world were as patient as cpanel license holders are.
When a paying customers hurl back at us, we do not block/delete or "lock" their queries issues. We just point tthem to the bugzilla url and express our honest helplessness to deal with the issue.
