Imap failed and doesn't respond on restart command from whm

Failed here as well, but it restarted.

You may need to restart xinetd as the second step if the above does not allow imap to restart:
/etc/rc.d/init.d/xinetd restart

This does not work. The pids are still around after you stop imap so you should ps afx, find the pids left over then kill -9 pidnumber. After that you can restart imap however imap has completely stopped working no matter if we do the above or not. Just does not work.

Ive just loaded a fresh install on a server with R117 and im getting imap failed messages every 10 minutes.

Will doing whats mentioned above fix this???

If you can, I would try upgrading to cpanel 6 edge.. it fixed my imap problem (it fails 5 times every night when running updates/backups).
