I have a partner that needs to run .cgi files from a folder with /777/ I know this is not recomended but he needs it.
How can I edit cpanel or red hat to let this happen??

I can't think of any good reason for that if you're running SuExec, as it seems in your case.
It's a banner exchange that runs millions of impressions a day.
The 777 make there be no question that the banners will pull up.
I agree it's wierd but it's been done and with that volumne it makes a differance.

remove the user and group entry from his virtual host in the apache config. This will disable suexec for his account and it should allow suicide perms (777).

leave it on, no reason to degrad security for one user.
disable for that one person in his virtualhost entry in the apache conf.
