Incorrect bandwidth usage?

Hi,

It seems that cPanel only counts a transferred file as bandwidth if that file transfer has COMPLETED. If I start downloading a 400MB file from my server, and cancel the download at 200MB, that 200MB never gets added to cPanel's bandwidth usage.

Am I correct in that cPanel will not account of incomplete files?
