Initialize Quota - '/home/aquota.user': Permission denied' Errors?

When I tried to run the quota setup in WHM it timed out. I tried running via CLI ... the following is the result - is this proper?

Why would the machine mount another "/tmp" if i created a 3gb "/tmp" partition for it?
