install cpanel problem

Hi,all
I install cpanel on centos 5.2.
I install new centos after install successful i install cpanel but after install cpanel successful,login http://domain.com:2086
i use user:root passassword root for linux
error
Internal Server Error

open3: exec of /usr/local/cpanel/whostmgr/bin/whostmgr3 ./initial_setup_wizard1 failed at cpsrvd.pl line 4846

please help me

Is this on a VPS? I have seen low memory or lack of memory cause these types of problems.
