    Default IP Address Pool

I have 18 ips on my server, I restricted 7 ips which the address pool now has 11. I recently removed the 7 ips from reserve, however cpanel doesnt readd them to the address pool. I tried rebuilding it and it still only sees the 11. I manually edited the address pool, but everytime I create a website with an ip it knocks it back down to 11. Anyone else have problems unrestricting ips?

The file /etc/reservedips is blank. However, the ips still are not in the ip address pool. Any other suggestions?
