language file in cpanel 11

after upgrading to cpanel 11, i found there're some changes to language files. i have these questions:

1)what's the difference between "root language file" and the other language files (tree, x, x3 etc.)

2)to translate cpanel to another language, which language file (root or the others) should i edit? both?

3)if i need to edit both, what would happen if i put different words for same element? which will be displayed?
