Default Limiting connections from a single IP

I am new to having a server and to cPanel. I have an unmanaged server with centos OS and cPanel. In checking my Apache Server Status I find that with 59 users on my site I have 220 requests being processed. Looking down the connections I find that I had multiple ip's with 10 to 20 connections each. As each connection was to hosted streaming video's, this is killing my bandwidth usage.
Is there a way to limit single ip's to a maximum to 2 connections in cPanelWHM?

    Thanks
