Default Load when creating an account

When I create a new account at WHM, the load of a server can easily go from 1 up to 30+
I noticed that the load goes up when it is copying skelfiles from /root/cpanel3-skel

We didn't have this problem before until the new cPanel 11.
    Have you noticed the same?

    Server has 4GB memory and Intel(R) Core(TM)2 CPU 6600 @ 2.40GHz

Can you clarify that it is going from 1.0 to 30.0? or .1 to .30?

Do you have anything in the skeleton directory? Have you ssh to the server and made sure there was nothing in there. I have cPanel 11 on one of my boxes, and do not have this problem.
