No, this is not an official route to contact cPanel. If you want to do that, you should use one of the methods on their contacts page.

I don't really know what I am talking about as I am still using Panther and have not actually tried Tiger (or widgets), but AFAIK, widgets are essentially html/js scripts, so this should be do-able. I'm not sure this is the right forum for it though...
Have you tried poking around http://www.macosxhints.com/ yet? You will find more widget specific tips there.
