Mail Queue Behavior/Processing

I am running Exim 4 on with Cpanel 10.8.1 S114 stable build. I have a question about how exim process the queue. It looks like this is happening:

there is a message in queue with 100 email addys to send to. it gets processed, and there are still 25 people in the list that did not get delivered with mostly different target mail servers.

I try reliverery and it gets to one particular address that their mail server is "resources not available" or whatever and it never finishes trying to send to the other recipients. is this true? if so, how do it work around it?
