When i run the Mail Queue Manager, the delay is 60 seconds and de server load up from 0,5 to 3

Then the mails in queue are only 20!!!!

What can i do?????

Exim is in the last version
I work with mailbox
WHM 10.8.0 cPanel 10.9.0-S96
