I want my customers sets their quote in theirs cpanel, but i don't want that they can receive messages more that 3 mb.

If you're talking about the maximum size for an individual email, then in the WHM > Exim Configuration Editor > Advanced Mode > first textbox add:
message_size_limit = 3M
