Mailing list problem, how do I stop this Master Chirpy!?

I have exim dictionary attack, RBLs, mail limit per hour, and some other tweaks to stop mass mailing on my server.

But somtimes I have messages like this with lot of deliveries, like CC of lot of mails send through outlook. Sometimes with 300 recipients.

Is there a way to limit the recipients on a single e-mail through exim?

I have a webmail software that allows me to for example limit 50 recipients per e-mail and per x times of seconds, minutes, etc. But I dont know how to handle this from outlook or other e-mail client.
