Mailman + Exim messages getting stuck in the queue again

Why is mailman messages getting stuck in the queue again? Why is exim emails getting stuck in the queue as well? Messages that cannot be delivered to users for whatever reason should be BOUNCED with a reason WHY to the sender. This is not happening. I though Exim 4.x fixed this problem or at least CPanels version of it fixed this problem.

Also, the ACL rules for exim, the ones deployed evertime Cpanel releases a new version is lacking in proper functionality. If it was coded properly it would DENY receipt to domains and users who dont have accounts on the servers instead of allowing the message to come in and drag for days in the queue or having it to go fail. Thats a waste of bandwidth. Thanks but i have fixed my version. If somebody sends and email to amy@domain.com and amy is not a user on the server the messages is REJECTED. The way it should be.
