mailman - how to limit number of members per list

Is there way to limit the amount of members per list for mailman?
Otherwise people could sign up for the cheapest account with a mailing list, add 500,000 members and keep the server so busy that other users cannot even get to their webpage.
With email lists bandwidth is not so much a problem than number of list members since smtp has to send out an individual message to each one with lots of overhead which results in cpu time.

I also have this issue.

One user uploaded a list of 300k "members" the other day and brought the mail service and server pretty much to a halt.

There needs to be a way to limit the amount of users on a mailman list to avoid spam abuse.

I had one of my customers who had 100k "members".... so I know the feeling.

The problem is that Mailman is not developed by cPanel... it's a third party application, and I find appalling that there is no way that the developers of Mailman do not give us web hosts any protection from abuse whatsoever.
