maximum emails per domain

Does anyone know what this line in the WHM settings means?
Is it only regular emails per hour or does it include mailman messages as well (they run as nobody so not sure if they can be counted).



The maximum each domain can send out per hour (0 is unlimited):

running phpsuexec and it counts all mail including from scripts. Had to turn it off - would have been nice if it just limited emails from email clients. I try to discourage my customers from using Outlook as a mailing list. I run dada mail as a mailing list not mailman.
