Method to create ftp account via script?

I know I can create an ftp account from the Cpanel and choose the directory where the files are to be uploaded. I would like to be able to create the same type of account with a script. The uploads would be limited to a file that would be created on the client machine with a program I would provide.

How can I create the ftp account outside of the Cpanel via scripting?

Try looking @ /scripts/newftpuser

Can't reads or copy the file. It has a 700 permission.

Is there any way that by using this script I could harm the security of the server?
