Modern Bill anyone? CLI cURL?

I'm on step 4 of the installation in ModernBill and now all "CLI" is in red:

CLI cURL Auto-Detected Answers
What is CLI cURL? CLI cURL is simply cURL that is installed on your server and is accessed via the command line. The following tests will determine if your server already has cURL installed and configured correctly.
CLI cURL Enabled? CLI cURL is NOT available.
CLI cURL Test? NOT OK
CLI cURL Path? cURL NOT FOUND
CLI cURL Version w/ SSL? (SSL IS NOT ENABLED)

I'm on PHP4.3.3, cpanel, Red Hat linux,

How do I install/enable/compile CLI cURL?

also step 5 says:
Connection Test 2? modern connection NOT OK.

everything else seems fine

anyone familiar with cli curl and/or modernbill? (they don't have 24/7 and i'm in a rush to get this installed)
