Ok, im pretty noob but this is how i fixed my RNDC prob.
I decided to post this because a lot of ppl were having this problem.

After trying all the common fixes, i looked at the error log at /var/log/messages
and found:

Jul 18 00:40:31 localhost named[20557]: using 1 CPU
Jul 18 00:40:31 localhost named: named startup succeeded
Jul 18 00:40:32 localhost named[20559]: loading configuration from '/etc/named.conf'
Jul 18 00:40:32 localhost named[20559]: /etc/named.conf:55: zone 'localhost.': already exists
Jul 18 00:40:32 localhost named[20559]: loading configuration: failure
Jul 18 00:40:32 localhost named[20559]: exiting (due to fatal error)

so i deleted the localhost zone, and it was fixed.
This may sound pretty stupid and simple but it had me very confused.
I cant stress enough:
CHECK YOUR LOGS!
