Is it possible for my users to change their charset in MySQL ?

I have a users having problems with characters like å, ä, ö.
When he exports his database from our server and puts it into his database at home characters like å, ä, ö, are switched with wierd characters.

On our server he uses the charset "ISO 8859-1" and at home he uses "UTF-8".

Is it possible for him somehow to change the charset on our server?
Or what should be done to fix this?
