Name Server not Restart When Create New Accounts ON Cpanel Server

Hi guys
When We Create new Account Via WHM It will Not Restart nameserver. Also There is No error showing When Create new accounts.(My System cPanel 8.8.0-S74 / RedHat 9.)

Please Tell me how Can I fix this Problem
