I had massive problems with ndc and rndc so here is the steps I took in fixing it

I went in and looked at the /etc/rndc.conf and cut and copied the pard at the bottom that said to place it in the begining of the etc/named.conf file and I left the the # in front of the first and last line. I then opened etc/rndc.key and found it was empty so I added the key itself and changed bind 8 to bind 9 in the whm setup restarted bind and everything fired right up with no more problems with ndc or rndc.

This was on a Redhat 9 system.
