Need Help With Nameserver Problem

The problem i am having is that i am trying to share nameservers and i have also checked the options for it Allow Sharing Nameserver Ips. When i check a persons domain the nameservers they are suppose to have are timing out and it is displaying mine. How can i fix this problem so that they can use there nameservers and it doesn't go to mine. Please let me know, Thank You.

if their account running a reseller or share hosting in your server? You may configure private name server for the user if they are reseller in the WHM > Reseller accounts

if the above is not configured, basically they will use the name server you have set in your WHM > Basic Setup name server options

There accounts are resellers. I was told by someone that to do the following Allow Sharing Nameserver Ips and then basically have the user point his nameservers to the ip addresses as the same as mine and it should work. Is this correct or is there more to it i am kind of confused about this now. Please let me know. Thank You.
