About LinkBacksExcept Main shared IP I need to use another IP for multiple accouts. Exactly I need to have IP per Reseller . Every reseller can assign accounts only to HIS ip address. Is there any other way to do it except manual editting httpd.conf ?

We don't use CPanel for resellers, but I believe if you go to the reseller center and edit a reseller you can specify an IP to use to their accounts.
