Last time I installed cPanel on a VPS it didn't even do this part.
i had the same problem with xen, dont know if it stalled exactly there... my problem was that there was no /dev/random in my vps so i had to input keystrokes for quite a while.
Yes this is an xen vps. Is there a work around for this?
If cPanel are offering VPS optimised they should sort this problem out.

its not a cpanel-"thing" really. its more of a os template/xen thingy...

The post you have directed to me to is an openvz issue and has been resolved. This issue is different, and in earlier versions of cPanels, a few months ago or so, this was not a problem, nothing else has changed except this.
