A new reseller, w/Personalized Nameservers, and allowed to setup accounts with IPs, and has Packages configured to use an IP address, always assigns the same IP to a new account (IP assigned to his NS1.nameserver)!??! I cannot figure out why!?!

The IPs for his nameservers are also shown as still available!?!

Anyone know how to correct this?
