What open source billing systems are out there?

My needs are quite simple, it is just to manage around 1000 subscriptions, I don't want it linked to the hosting, so that it takes down the site if they dont pay, i dnt want that, I want somewhere with a control panel where tehy can see there package and simply pay using paypal or google checkout on a subscription basis, when its about to run out it sends them an email telling them to renew there subscription, also somwhere where i can see which ones are running out etc etc

There isn't an open source contender for this that's any good, as far as I know. I think you'll find that it will cost you more in the long run to play with open source solutions than it would to just use something like WHMCS (www.whmcs.com), which will work out of the box and costs very little on a monthly basis - particularly if you look around for resellers.
