Im getting this error for the new cpanel installation when i want login to whm to setup

I also got the same error after a fresh installation. I have reinstalled the perl and did an upcp to resolve the issue. Following are the exact steps.

cd ~
wget http://layer1.cpanel.net/perl588installer.tar.gz
tar -zxf perl588installer.tar.gz
cd perl588installer
perl install
/scripts/upcp --force
/etc/init.d/cpanel start
