    Error:

    Warning: Unknown: open_basedir restriction in effect. File(/home/user/public_html/index.php) is not within the allowed path(s): (/usr/local/lp:/proc:/usr/lib/php:/usr/local/lib/php:/tmp) in Unknown on line 0


    open_basedir is disabled via WHM for ALL domains, no directives exist in httpd.conf, user is accessing site via:

    http://ip.addy.goes.here/~username

    Error persists...

    Not exactly an error. If you want him to be able to access his site this way exclude protection in Security Center > PHP open_basedir Protection

    thats been done... its been totally disabled..

    there is no instance of open_basedir in httpd.conf...

    I don't see anything in Bugzilla about this.

    You're sure the correct httpd.conf file is being read, right?

    is there another one?

    Has Apache been manually restarted? Maybe WHM isn't calling the init script properly so the restart of Apache may be failing. Also check for any .htaccess files which may turn on open_basedir within the user's public_html folder.
