You would either need an installer that allows you to configure script options on a per account basis (e.g. fantastico) or a skin that does that (e.g. cpanelXP or rvskin).

You might want to be careful with OSCommerce. I've read there are known serious security problems with it (without lots of patching and such) and that updates have been few and far between for a while. I'm not sure how true this is, as I've been using a different e-comm solution for quite a while, but it is what I've read often.
A new version has been in the pipeline for a very long time and more recently there was an estimate from the osCommerce lead that it would likely be within a month (this was a couple weeks ago), but I would put little stock in the estimate.
so far my os commerce is working well without any problem, I need a skin because some customer is not familiar with additional script provided in cpanel, so they keep asking for support for the script that we does not provided. If we can disable the script and only enable for those who need it then our support job will be lesser.
