I had the same problem with POP3 not authorizing people and the main account
would authorize but never have any messages in them, I don't know if its a Cpanel installation error or an oversight on their part, my server is running CentOs, here is
what tech support said about the problem:
the problem was xinted had two services popa3d and popa3ds, which were interfering with cpanel secure ports as well cpanel's pop3 service.
So I am not sure if cpanel was supposed to kill those during installing itself and using it's own pop3 server or if it is something that is manually supposed to do before installing
cpanel and they just overlooked it.
Evidently, they way I understand the message was that there were really 3 pop3 servers running, the 2 above as well as cpanels own pop server.
So what did we learn here? If none of the above solutions work, you may
want to check your xinted file and make sure no other pop servers are running.
