parking/add on domain problems and confusion

Here is what I want to do. Offer domain parking services where I offer:
parking of a domain on the server,
9 pop3 email accounts,
an index page that pulls up when the domain is loaded.

I am not sure about how to implement this via WHM?

Instead of posting my theories about how to do this (and inevitably confusing others and further confusing myself), can anyone just tell me? I find the WHM support documents VERY unhelpful, as they just tell you the bare minimum of what to click and not how everything should be ideally implemented.

If my questions are not directly answer throughout the posts then i will post them later.

What is the / are some methods for implementing this parking service?
Two scenarios:
1. to allow the customer to customize the index page
2. having a standard generic page with no personalized information.
