Passing arguments to add new ftp account?

I am a user/reseller and have no root access. I would like to automate the creation of a new ftp account. I do not have access to /scripts but I do have access to Cpanel and can create the account by hand. Is there a way to create a script that will pass the three arguments to the add new ftp account page in cpanel to create the account?
